TC_CSE_REG_RET_001 - Expected parentID attribute should be null

The parentID attribute in the returned CSEBase resource shall be set to null so the mw_contentCSEBase_rc1 template should match that.

A new parameter (nullFields) is added into MsgIn type to match the received attributes set to null such as parentID attribute in CSEBase. The corresponding attribute in the reception template will be set to omit and nullFields should include those received attributes set to null (codec will do that).
