TC_CSE_REG_CRE_001 testcase issue about SP-relative-CSE-ID issues
Currently, in the f_getResourceAddress function, we can get SP-relative-CSE-ID such as PX_CSE_ID / PX_CSE_RESOURCE_ID or PX_CSE_ID / PX_CSE_NAME.
Using the f_getResourceAddress(-1,-,e_spRelative) will return the URI of the CSEBase, not the CSE-ID.
It should be replaced by simply PX_CSE_ID.
