There is no mention in the spec that CSE needs to send a notification when updating subscription resource.

Right, notification for subscription verification was expected since notificationURI was updated for all 3 permutations, which is wrong. TC will be updated and no notification is expected except for _NU permutation in an optional manner as subscription verification is not mandatory.
