AE_GEN_RET_001 does not contain any PrimitiveContent

The TC_AE_GEN_CRE_001 contains a response with PrimitiveContent.

We have to decide how the answer from TTCN-3 should be for the AE SUT/DUT. Either we respond with OK and primitive content or respond with non-OK without primitive content.

This issue applies to most of the AE tests.
