Version 3.6.0 of the base ontology

Version 3.6.0 of the base ontology.
Due to moving .owl files to Gitlab we changed 
IRIs of the base ontology to:
https://git.onem2m.org/MAS/BaseOntology/raw/master/base_ontology.owl 
and IRI of version 3_6_0 to:
https://git.onem2m.org/MAS/BaseOntology/raw/3_6_0/base_ontology.owl
